Executive Committee

The Regional Executive Committee (REC) is designed to aid and assist both the Regional Coordinator (RC) and Region Three by the fulfillment of their respective positions. In addition, the REC will both develop procedures and implement policies that are deemed necessary by the Congress of Commanding Officers (CCO).

Members of the REC are to be of a minimum rank of Commander, this can be preempted by a simple majority vote of the CCO. Being a member of the REC does not exclude anyone from serving their chapter in any capacity (Commanding Officer, Senior Officers, etc.), and no conflict of interest is intended or anticipated. All REC Members are given the additional responsibility of revenue generation for the Region. The purpose of the REC is to help: offering suggestions, giving alternatives and coordinating between chapters.

Regional Coordinator

The Regional Coordinator (RC) is responsible for acting as the representative of STARFLEET to the members in the Region, and for representing the membership of the Region to STARFLEET. The Regional Coordinator is responsible for all Fleet policies within the Region and for all regional finances and funds. The RC serves as chairperson of the Region, including the Congress of Commanding Officers (CCO), and is considered to be the highest ranking member in terms of command position. The RC has authority to both launch and decommission shuttles within the Region. The RC is required to make a monthly regional operations report to the Chief of Operations, STARFLEET and to the Commander, STARFLEET, detailing all operational chapters and their activities. If the Regional Coordinator fails to report, or files two late reports within a twelve-month period, then the RC may be relieved of duty. The Regional Coordinator is also responsible for developing programs and activities within the Region (as consistent with Fleet policy), and for the appointment of at least one Vice Regional Coordinator (VRC). A Senior Vice Regional Coordinator (SVRC) will be appointed to assist the RC in the running of the Region and would serve as the Acting (Interim) Regional Coordinator should the need arise. The Regional Coordinator may serve as a Commanding Officer of a chapter in the Region, but is not required to do so. The Flagship of the Third Fleet will be the chapter of which the RC is a member of, whether serving as CO or not.

The Regional Coordinator is the one ultimately responsible for the promotion of intership cooperation and for keeping the communication channels open within the Region, for the dissemination of important information to the chapters of the Region. The RC will assist in the planning of regional activities, determining regional policies, and selecting a staff to best support the needs of Region Three and the chapters within the Region.

The Regional Coordinator is appointed by the Office of the Commander, STARFLEET after the use of a democratic balloting process of all active STARFLEET chapters within the Region. The Regional Coordinator serves at the pleasure of the Region, and although there are no term limitations, will undergo a bi-annual "vote of confidence" officiated by the Inspector General, STARFLEET in order to assure that the needs of the Region and its members are being met. The "vote of confidence" will be used to judge the effectiveness of the RC and the Region Three Staff as perceived by the chapters of the Region. The RC will report to the Chief of Operations, STARFLEET and the Commander, STARFLEET by the 15th of each month on events in the preceding month.

Senior Vice Regional Coordinator

The Senior Vice Regional Coordinator (SVRC) is responsible for providing both aid and assistance to the Regional Coordinator (RC) in the running of the Region. The SVRC will serve as the chairperson for the Congress of Commanding Officers (CCO) in the event of the absence or unavailability of the RC. The SVRC will remain in regular contact with the RC and keep up to date on Region Three operations. In the event that the RC is absent or unable to attend a Region Three event, the SVRC would act as their representative. The SVRC would also serve as Acting (Interim) Regional Coordinator if the need should arise. It is suggested that, if possible, the SVRC be located in a different geographical location than the RC.

The Senior Vice Regional Coordinator is appointed by the Regional Coordinator and will make reports as needed.

Vice Regional Coordinators

The Vice Regional Coordinators (VRCs) are responsible for representing Region Three to their quadrant's members, and for representing the members in their quadrant to Region Three. A VRC's quadrant consists of at least two (2) of the sectors as classified by the Region. In the event that the Regional Coordinator (RC) or the Senior Vice Regional Coordinator is absent, or unavailable to attend a Region Three function within the VRC's quadrant, the VRC will function in their stead. The VRC will provide the RC with any recommendations as to the status of a shuttle's activities prior to the final commissioning approval of the RC. It is suggested that the VRCs visit each launched shuttle within their quadrant at least once prior to the chapter's commissioning, if possible.

Vice Regional Coordinators are ultimately responsible for promoting cooperation in their quadrant, keeping the communication channels open, and fostering the future growth of Region Three. The VRC may appoint, as needed, a Sector Leader (SL) within each of the sectors within their quadrant. The SL would serve as an assistant to the VRC for their respective sector. Sector Leaders are responsible for the coordination of intra-sector activities and for holding sector meetings for all chapters within their sector.

A Vice Regional Coordinator is appointed by the Regional Coordinator pending ratification by the chapters in their quadrant and will report to the RC as needed.

Chief of Staff

The Chief of Staff (CoS) will serve as an aid to the Regional Coordinator (RC) and is ultimately responsible for coordinating the activities of the Region Three Staff, developing policy, and keeping status. The CoS will receive monthly reports from the CoO, CoC, CoSO, and CoCO. In addition, the CoS shall appoint a Deputy Chief of Staff (DCoS) to act as their assistant and one who will receive the reports, as needed, from the Regional Support Staff. The CoS will compile these reports and report to the RC. The CoS is also responsible for the direction of committees, task forces, boards and any departments assigned by the RC.

The Chief of Staff is appointed by the Regional Coordinator and will report as needed.

Chief of Operations

The Chief of Operations (CoO) is responsible for the overall operation of Region Three by the coordination and organization (agenda, intership panels, meetings, etc.) of Region Three events and setting up formal or informal gatherings to help handle any intership coordination. The CoO will be responsible for the Region Three Conferences, any Parrises Squares tournaments and the annual Region Three Olympics. The CoO will also verify that all chapters listed in the STARFLEET Vessel Registry and STARFLEET Communiqué are accurate. The CoO will select their assistant, the Regional Division Chief for Operations.

The Chief of Operations is appointed by the Regional Coordinator and will report to the Chief of Staff by the end of each month.

Chief of Communications

The Chief of Communications (CoC) is responsible for the collecting of input from the Chapters in the Region, and the publishing and issuing of the Region Three Newsletter, Fleet Channels. The CoC will generate a calendar of events which includes intership activities, Region Three events, STARFLEET events, and any known conventions. The CoC will select their assistant, the Regional Division Chief for Communications.

The Chief of Communications is appointed by the Regional Coordinator and will report to the Chief of Staff by the end of each month.

Shuttle Operations Chiefs

There are two Shuttle Operations Chiefs (SOC) and they are responsible for serving as the intermediary for Shuttles in Region Three and STARFLEET. As the Region grows, so does the need for support from the Region Three Staff. This support can be provided in the form of any literature necessary for either their launching and/or commissioning, the reviewing of their submitted paperwork, providing a list of any potential members from the Region Three Database, providing samples of possible constitutions, and coordinating with the Mothership.

The SOC are in no way designed to usurp the responsibility of the Mothership, but rather to augment the endeavors of the Mothership, Region Three and STARFLEET.

The Shuttle Operations Chiefs are appointed by the Regional Coordinator and will report to the Chief of Staff by the end of each month.

Chief of Computer Operations

The Chief of Computer Operations (CoCO) is responsible for serving as liaison between the Region and STARFLEET Computer Operations with regard to memberships, and shall maintain the Region's database of STARFLEET members within the Region, along with personnel information. The CoCO will be responsible for the administration of the Region's Web Page and List Server and will be available to provide support, upon request, in these areas, along with Internet access and BBS support. Deputies may be appointed as needed.

The Chief of Computer Operations is appointed by the Regional Coordinator and will report to the Chief of Staff by the end of each month.

Senior Enlisted Advisor

The Senior Enlisted Advisor (SEA) will serve as a liaison between the enlisted members of Region Three and the Regional Staff. The SEA is available to aid and assist the enlisted members within Region Three as a line of communications to both the Region Three and International Staff. The Senior Enlisted Advisor is considered the highest ranking enlisted member in the region and shall hold the rank of Master Chief Petty Officer, Region Three.

The Senior Enlisted Advisor is appointed by the Regional Coordinator and will report as needed.
